SUMMARY

The Deputy Director of Purchasing and Vendor Management will assist in developing and maintaining a world-class Government procurement organization that will effectively manage vendor performance, procure high quality materials and services, and the minimize the cost of products and services through a compliant procurement system. The Deputy Director will oversee daily procurement operations and will actively work to ensure a high level of performance is achieved through compliant and efficient operations which is supported by strong talent, effective use of technology, and a high value supply chain.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Manage Procurement operations such that all established Key Performance Indicators (KPIs) are consistently achieved or exceeded

  • Increase overall year over year performance and drive cost avoidance through continuous improvement initiative(s)

  • Develop and maintain procurement policies and procedures.

  • Assures policies, procedures and other documentation are followed to ensure consistency and compliance.

  • Create, prepare, and maintain reports that accurately measure the operational performance and effectiveness of the procurement team

  • Establish and build strong relationships with internal customers and other key stakeholders

  • Establish a deep understanding and knowledge of parts and supply chain for actively supported or strategically targeted weapon systems and programs throughout the Procurement organization

  • Instill a culture of compliance, high performance, and a sense of urgency throughout the Procurement organization

  • Carries out supervisory responsibilities of direct reports. Ensures that the responsibilities, authorities, and accountability of all direct reports are defined and understood. Enables an environment that fosters high performance and establishes policies to ensure adequate management development.

  • Ensure compliance with all AAR policies and procedures

  • Support audits and ensure all appropriate documentation is provided to auditors and AAR is represented professionally.

  • Represent AAR at industry meetings, conventions, and trade shows

  • Understand market conditions and opportunities to leverage AAR's volume in the marketplace

  • Identify and integrate vendors into AAR's supply chain that provide the greatest value

  • Manage the overall performance of AAR's supply chain and work to resolve performance issues with under performing vendors

  • Coordinate with key stakeholders and support AAR to achieve small business plans and goals

  • Performs other related duties as assigned

Qualifications:

EDUCATION and/or EXPERIENCE

  • Bachelor of Arts degree (B.A.) or Bachelor of Science degree (B.S.) from four-year college or university; Minimum of seven years related experience and/or training; or equivalent combination of education and experience.

  • 5 plus years of managerial and government procurement experience

  • Aviation experience preferred

  • CPSR compliance experience preferred

  • MBA preferred
